January 11, 2023, @ 6:30PM, the Town Council will hold a special meeting for a public hearing on a proposed ordinance to establish development standards for the identified housing opportunity sites associated with the update to the Town's Housing Element

NOTICE IS HEREBY GIVEN that on January 11, 2023 at 6:30PM in person at the Town Hall Interim Council Chambers, 240 Tamal Vista Blvd., Ste. 108, Corte Madera, and via Zoom (see below for information on how to access the meeting) the Corte Madera Town Council will hold a special meeting to conduct a public hearing on a proposed ordinance to establish development standards for the identified ten housing opportunity sites (comprised of 18 parcels) associated with the update to the Town of Corte Madera Housing Element (6th Cycle, 2023 – 2031). The zoning ordinance amendments would implement the rezoning of the housing opportunity sites to allow for greater density and larger buildings consistent with the Town’s Draft Housing Element and its strategy to meet the Regional Housing Needs Allocation (RHNA). The Town is not developing housing on these sites, but rather is establishing the regulations that would apply to housing projects proposed by a private developer. The ordinance creates a new Housing Element Overlay District within Chapter 18.18 (Special Purpose Overlay Districts) of the Corte Madera Municipal Code (CMMC). The ordinance amendment also includes amendments to Chapter 18.04 (Definitions) of the CMMC.

The Town Council will also consider proposed amendments to the Land Use Element of the General Plan. The proposed amendments to the Land Use Element creates a new Mixed-Use Housing Element land use designation. Lastly, the Town Council will consider certification of the Final Subsequent Environmental Impact Report (Final SEIR) prepared for the project and making findings, including adopting a Mitigation Monitoring and Reporting Program.

The ten housing opportunity sites (comprised of 18 parcels) subject to the rezoning include the following:

  1. 111 Lucky Drive (APN: 024-041-17)
  2. 5651 Paradise Drive (APN: 026-071-28) and 2 Town owned parcels (APN: 026-071-65 & 026-071-66)
  3. 41 Tamal Vista Blvd. (APN: 024-031-25)
  4. 400 Tamal Plaza (APN: 024-011-70) & 500 Tamal Plaza (APN: 024-011-71)
  5. 2 Fifer Avenue (APN: 024-041-15), 10 Fifer Avenue (APN: 024-041-02), 110 Nellen Drive (APN: 024-041-12) & 150 Nellen Drive (APN: 024-041-16)
  6. 5804 Paradise Drive (APN: 026-011-27)
  7. 5750 Paradise Drive (APN: 026-021-20, 026-021-15 & 026-021-19)
  8. 100 Tamal Plaza (APN: 024-011-67)
  9. 240 Tamal Vista Blvd. (APN: 024-011-66)
  10. 1400 Redwood Highway (APN: 024-032-22)

The meeting will be held in person at 6:30PM in the Town Hall Interim Council Chambers, 240 Tamal Vista Blvd., Ste. 108, Corte Madera. There will also be an option for remote participation via Zoom Videoconference /Teleconference.
