The Town Council will hold a public hearing to consider authorization of the Director of Public Works to execute a Rule 20A General Conditions Agreement with PG&E and adopt a Resolution approving the Lower Redwood Avenue & Edison Undergrounding District.
At its upcoming Town Council Meeting scheduled for Tuesday, July 6, 2021, at 6:30PM, the Town Council will hold a public hearing, receive public comment and consider authorization of the Director of Public Works to execute a Rule 20A General Conditions Agreement with PG&E and adopt a Resolution approving the Lower Redwood Avenue and Edison Undergrounding District.
Under Rule 20A, the California Public Utilities Commission (CPUC) requires the utility (PG&E) to allocate a certain amount of work credits each year to the cities and unincorporated counties for conversion projects. Since ratepayers contribute the bulk of the costs of Rule 20A programs through utility rates, the projects must be in the public interest by meeting one or more of the following public interest criteria: eliminate an unusually heavy concentration of overhead lines; involve a street or road with a high volume of public traffic; benefit a civic or public recreation area or area of unusual scenic interest; or be listed as an arterial street or major collector as defined in the Governor’s Office of Planning and Research (OPR) guidelines.
The Rule 20A Tariff would, at PG&E’s expense, replace existing overhead electric facilities with underground electric facilities along public streets and roads, and on public lands and private property across which rights-of-way satisfactory to PG&E have been obtained by PG&E. Town Staff has identified Redwood Avenue Undergrounding District (see attached for district map) as a project of public interest that qualifies for undergrounding pursuant to Rule 20A, and would like Town Council to consider authorizing the Director of Public Works to execute a Rule 20A General Conditions Agreement with PG&E and adopt a Resolution.
