SUBJECT: REVIEW AND RECOMMENDATION TO THE TOWN COUNCIL OF THE DESIGN OF THE REVISED TOWN HALL PROJECT

NOTICE IS HEREBY GIVEN that the Corte Madera Planning Commission will hold a public meeting to review the site plan and design of the revised Town Hall Project and provide a recommendation to the Town Council for their final decision on the design of the project.  The revised Town Hall Project includes the complete demolition of the old Town Hall and the construction of a state of the art facility that is efficient, sustainable, and resilient and will serve the Town for the next 50-100 years.

The overall size of the revised Town Hall will be about 950 square feet smaller compared to the original Town Hall Remodel and Addition Project (including un-programmed storage).  The reductions in square footage will not lessen the previously conceptualized public spaces, Council Chambers, Permit Services Center, Plaza, etc.  The New Town Hall will sit about 4 feet to the east of the existing building providing a larger buffer between the building and Willow Ave.  The new building’s setback from Tamalpais Dr. (approx. 11 feet) will not change.  The stair tower on the back of the building will be removed increasing the separation with the drive aisle and residence to the north.  The “west wing” of the new 2 story facility will be approximately 3,406 sq. ft. and the “east wing” (including the lobby and circulation area connecting them) will remain at approximately 7,521 sq. ft.

At its May 4, 2021 public meeting, the Town Council approved the overall design of the revised Town Hall Project.  The Council also gave staff direction to design and construct the new facility to meet Zero Net Energy and Zero Net Carbon standards and requested that staff bring the project back to the Planning Commission for public input and their final review and recommendation.  The architecture of the new facility is very similar to the project approved by the Council back in January with the exception of a change to flat roof over the original building.  Given the opportunity to create a more unified and cohesive design aesthetic, the design team presented to the Council a building with two balanced gabled end elements on either side of the public plaza facing Tamalpais Dr.  

Staff and the Town Council seek additional public input on the design of the new “west wing” of the proposed Town Hall facility.  At this meeting the project architect, Ron Kappe, will present elevations, perspectives and floor plans to support the discussion regarding architecture, window design and placement, exterior materials and landscaping, with the goal of the receiving a recommendation, including any specific design modifications, for Town Council final approval.
