On Tuesday, October 6, 2020 at 6:30 pm via video conference, the Corte Madera Town Council will hold a Public Hearing to review information, receive public comments, and consider introduction of a proposed Municipal Code Amendment prepared by the Town of Corte Madera Planning and Building Department.
The proposed ordinance would amend Title 15 of the Corte Madera Municipal Code to add Chapter 15.55 (Water Efficient Landscaping) and adopt by reference portions of the Marin Municipal Water District Code, specifically Section 13.02.021 Subsections (2) Definitions and (5) Water Efficient Landscaping.
The ordinance establishes water efficient landscape requirements for certain projects within Town. As mandated under State law, certain new, remodel, and rehabilitation projects that include landscape and irrigation improvements are required to comply with water efficient landscape requirements and monitoring of water usage for consumption. The State Model Water Efficient Landscape Ordinance promotes the values and benefits of landscapes while simultaneously recognizing the need to use water efficiently.
The State model ordinance permits jurisdictions to designate a water purveyor to implement the requirements of the ordinance. The proposed ordinance would adopt Marin Municipal Water District’s (MMWD) water efficient landscape code by reference and authorize MMWD to implement and enforce the requirements of this ordinance.
The Planning Department recommends that the proposed municipal code amendments are exempt from environmental review pursuant to Section 15307 of the California Environmental Quality Act (CEQA). Section 15307 establishes a Categorical Exemption for actions taken to assure the maintenance, restoration, enhancement, or protection of a natural resource where the regulatory process involves procedures for the protection of the environment. The adoption of the ordinance will result in the enhancement and protection of water resources in the Town.
